How Will Stage 2 Water Conservation Measures Affect Development?


Public Utilities will be issuing "For Construction Only Permits" for water and sewer

City Council may soon be faced with implementing Stage 2 Mandatory Water Conservations Measures due to the exceptional drought that we are currently experiencing.   The effective date has not been set by council; however, this topic is under discussion. Once Stage 2 measures are implemented, water uses will be further restricted.

In addition to restricting water usages, the next stage of water conservation, Stage 2, will include measures that will impact the permitting of construction plans (Infrastructure Construction Plans ) for new water and sewer mains. 

Once Stage 2 Water Conservation Measures are implemented, the Public Utilities Department  will issue water and sewer permits for construction only.  New water and sewer mains may be constructed, but not filled with water for testing or flushing.  Since water service taps are required to be made under pressure, no taps may be made on new mains.

Once the Stage 2 Water Conservation Measures are lifted, the Public Utilities Department will issue permits for operation of the new systems that were previously issued “Construction Only” permits.  At which time, the mains may be filled, flushed and tested, and the service taps may be made.
