Scheduling A Certified Tanker Truck For New Water Main And Fire System Testing


Currently the City of Raleigh has contracted with five 6,000-gallon tanker trucks that have been approved for capturing water.  These trucks will be made available to private contractors on a first come, first served basis.  Contractors should contact Clifton Hoyle at (919) 870-2870 to schedule tankers for flushing of mains in developments with construction plans approved after implementation of Stage 2 water restrictions.  Clifton is also the contact person for fire system and hydrant testing flushing operations.

All tanker trucks certified by the City of Raleigh Public Utilities Department for hauling captured water have met these general requirements:

  1. Tanker trucks and drivers hauling captured water must comply with the Federal Motor Carrier Safety Standard.  A copy of the truck’s most recent vehicle safety inspection record will be required before being certified for hauling captured water. 
  2. The tanker must not have been used for transporting hazardous materials as defined by the US Pipeline and Hazardous Materials Safety Administration.  The vehicle will be inspected visually and checked to verify the absence of hazardous materials placards.  A manifest that demonstrates past uses of the tanker should also be provided upon request.
  3. If there is any indication that the tanker truck has been used for hauling hazardous material, pesticides, or bio-solids, it will not be certified for hauling captured water to EM Johnson Water Plant.  Tankers that fail two consecutive certification tests will not be allowed to haul captured water.
  4. Tankers used for hauling captured water must undergo initial certification testing.  After passing initial certification, tanker trucks will be tested at random.
  5. Companies contracted by the City of Raleigh shall provide a list of names of the drivers that will be hauling captured water and a copy of their driver’s licenses.
  6. A list of certified contractors performing fire-flow testing will be on file with the Press Operations and Water Quality staff at the EM Johnson Water Plant. 
  7. Tanker trucks will enter and leave the EM Johnson Plant site through the Raven Ridge Road gate.  Drivers must have a photo ID and “Manifest and Chain of Custody for Hauling Captured Water” form.
  8. Captured water loads will be accepted between 8:00 AM and 4:00 PM daily, Monday through Friday.  After hours deliveries must be arranged in advanced by calling Nextel number 150*26*5187.
  9. After receiving certification, each tanker truck driver shall have a “Manifest and Chain of Custody for Hauling Captured Water” form  for each load of captured water delivered.  The four part form will be provided by staff at the EM Johnson Water Plant. The driver will complete the Hauler’s Information section and Hauler’s Manifest section, obtaining required signatures.  The City of Raleigh contact person (Water Operations, Public Utilities Inspections, or Central Engineering Inspections) will complete the Source Location Information section.  The Press Operator receiving the load and performing the captured water testing for the load will complete the Sample Collection and Analysis section.
