The Raleigh Telecommunications Commission (RTC) is charged with the responsibility of advising the City Council on issues relating to the provision of cable television and telecommunications services within the city. The RTC administers, regulates and coordinates cable television franchises and other telecommunications franchises issued by the City Council.

The City's Public Affairs Department is responsible for advising the RTC on cable television and telecommunications matters. Both the RTC and City staff hear and address complaints from cable subscribers.

The goal of the RTC is to encourage the development of new, innovative cable television and telecommunications systems by franchise applicants seeking to do business within the city and also serve the public's interest.

Though it is the RTC's responsibility to establish and promulgate rules and regulations to ensure that the interest of franchisees, the City, and the public are protected, it is the duty of Public Affairs staff to enforce and administer the rules and regulations promulgated by the RTC. Public Affairs' Cable Administration Office also is responsible for the development and administration of the City's public, government, and education (PEG) cable access channels. All ordinances, rules and/or regulations adopted by the City Council or the RTC are subject to all applicable state and federal laws, including those promulgated by the Federal Communications Commission (FCC).

Much of Cable Administration staff time is spent addressing cable-related concerns and complaints from Raleigh residents; monitoring compliance of provisions within the cable franchise agreement with Time Warner Cable as well as performing limited-rate regulation activities.
