Police and Fire Headquarters Studies began in 2002

Project Scope

The New Clarence E. Lightner Public Safety Center will consist of a 305,000-square-foot, seventeen-story building housing the following city departments.

  • Raleigh Police Department Administration
  • Raleigh Fire Department Administration
  • City of Raleigh-Wake County Emergency Communication Center (including the Raleigh-Wake 911 Call Center)
  • City of Raleigh Emergency Operations Center (EOC)
  • City of Raleigh Data Center and Information Technology Department
  • Facilities and Operations Division of Parks and Recreation
  • City of Raleigh Traffic Control Center.

The Emergency Communication Center is a 24-hour operation and receives 911 emergency calls for much of Wake County.

The Data Center will support all function of the building as well as the full City of Raleigh Information Technology system.

Due to the critical mission of the operations housed in the building, the building systems must be very reliable with redundant back-up services to fully maintain critical functions during an event.

Goals and Objectives

  1. Replace outdated facilities with a new environmentally sustainable Public Safety facility.
  2. Achieve sustainable and energy efficiency goals as directed by the City of Raleigh City Council actions.
  3. Achieve United States Green Building Council's LEED Gold Certification.
  4. Achieve Uptime Institute's Tier Three / Four Certification on Critical Operations.
  5. Provide for growth to the year 2027 for building occupants.

Budget

Total Cost for Project of $205,000,000 including the purchases and renovations of existing buildings at 218 W. Cabarrus Street and 6716 Six Forks Road to provide interim locations for Raleigh Police Department operations.
