The City of Raleigh provides transportation services for people with disabilities. Accessible Raleigh Transportation's programs help ensure an outstanding quality of life for everyone in the City of Raleigh. ART enables eligible persons to access public transportation.

Eligibility for ADA Para Transit Service
Para transit service is available to ART users who qualify under the Americans with Disabilities Act (ADA). The ADA mandates that each public entity operating a fixed route transit system provide complementary Para transit service to individuals whose functional disabilities prevent use of accessible fixed route bus and rail systems. The level of service for these individuals is to be comparable to the level of service provided to individuals without disabilities. The Para transit service is intended to be comparable to the fixed route system in specific listed criteria such as days and hours of service, fares, service area, response time, etc.
ART trips are eligible for Para transit service only if the trip begins and ends within 3/4 miles of a CAT bus stop. Other eligibility requirements may apply.
How to Apply
To apply, download an application or call 919-996-3459 to request an application be mailed to you. Part A must be filled out by the applicant and Part B must be signed by a physician or human services agency official. Mail both parts to the address contained in the application.
Your application will be reviewed to determine eligibility, an in-person interview scheduled, and you will be notified of the decision within 21 City business days. All Tier II customers must have an adult present during the ART trip if under the age of 13. The adult can ride for free.
ART eligibility is good for two years from the date of approval. A renewal notice will be mailed to ART users prior to expiration. Eligible riders will receive a photo identification card to be used for scheduling service and purchasing tickets.
How to Purchase
ART requires all Para transit participants to be present when purchasing. A valid ART ID card must be presented when purchasing tickets. In compliance with the ADA, the cost for an eligible ADA trip is $2.00 one way. Eligible users pay for Para transit service with ART tickets, good for one trip, one way only.

Hours: Monday thru Friday - 7 am to 6 pm, Saturday - 8 am to 5 pm
There is a $28.00 limit per ID on all ADA purchases and a $112.00 total transaction limit per person per day at the Moore Square Transit Mall ticket counter. This limit is due to the physical inventory constraints of the Moore Square ticket booth.

All ART customers are able to purchase ART tickets via U.S. mail. The tickets must be mailed to the clients recorded address listed on their ART identification card. Please make check or money order payable to City of Raleigh. Include your ID number and mail to:

Schedule a Trip
All Para transit trips must be scheduled a day in advance through the ART program. The staff will determine if the requested trip is eligible and will dispatch a Para transit vehicle through an approved Para transit service provider.

- trips may be scheduled Monday through Friday between the hours of 8am and 5pm
- scheduling before 3pm will help ensure a preferred provider
- scheduling after 3pm could result in trips assigned to a vendor other than current provider
Calls or emails after hours, on weekends or holidays will be responded to on the next working day.
