The Housing/Environmental Division is committed to improving and maintaining the quality of life and environment for all City of Raleigh citizens by enforcing City Codes.
The City of Raleigh's Health, Sanitation and Public Nuisance Code (Part 12 Chapters 6 and 7) requires property owners to maintain their premises in a safe and sanitary condition. These violations include high weeds, high grass, accumulation of trash or junk, junk automobiles, etc.
Our team of inspectors work with City residents to make them aware of City Codes and assist them in resolving existing code violations.
You may view code enforcement activities on specific property addresses by exploring our Public Access window. This is also the location used by property owners to register their Rental Dwellings under the Rental Registration link. Property Owners will be asked to set up their individual registration accounts with log in and password privacy.

Neighborhood Preservation
This division also manages Neighborhood Preservation which administers the PROP (Probationary Rental Occupancy Permit) and Rental Dwelling Registration programs.
Rooming Business
A rooming house (also known as a short-term residential occupancy) is any house, dwelling, building or structure, constructed originally as a single family dwelling, that now contains a type of equivalent dwelling unit consisting of five or more rooms, without cooking facilities or private baths within the rooms that are rented to the general public as a whole.
The City of Raleigh requires a property owner to attend a yearly Rooming Business seminar, submit a yearly renewal application for a rooming business license , meet the requirements mandated by the Zoning Compliance Division and pass a Housing Division inspection to ensure conditions meet all applicable codes prior to the issuance of the annual rooming business license. Failure to comply with these requirements and uphold the standards prescribed in Raleigh Municipal Code 12-2157 can result in civil penalties, injunctions, criminal charges or license revocation.
