COMPREHENSIVE PLAN OF THE CITY OF RALEIGH
Notice is given that a joint meeting of the Raleigh City Council and Planning Commission is to be held on Tuesday, February 21, 2012 at 6:30 p.m. in the Council Chamber of the Avery Upchurch Municipal Building. Public hearings will be conducted to consider changing the City's Planning and Development regulations and to amend the City's Comprehensive Plan.
The City Council may consider and adopt proposed amendments to the Zoning Ordinance and City Code as amended in any manner, following public hearing.

TEXT CHANGE
TC-3-12 Unified Development Ordinance (UDO). This document is a new land development code for the City of Raleigh replacing existing regulations in Part 10 of the City Code. The UDO incorporates development regulations that address contemporary development and zoning practices that are easily understood by administrators, the public, and the development community and support the goals and policies of the new comprehensive plan. The UDO addresses all elements of the City's zoning and subdivision ordinance in addition to other regulations in the entire development ordinance and applicable policies including floodprone areas, soil erosion and sedimentation control, building and housing code enforcement, driveway and sidewalk construction, facility fees, stormwater control, watercourse buffers and reservoir watershed protection. Within the new UDO, conventional standards have been modernized and enhanced with the addition of form-based standards that provide more specificity with regard to building placement, maximum building heights, building types, window coverage, and other form based aspects. Areas of key concern incorporated into the UDO include: regulations that provide a means of implementing the policies and goals of the 2030 Comprehensive Plan; creates regulations that address market trends, incorporates best practices and addresses contextual issues throughout the City; creates new zoning districts and eliminates existing districts; contains garage standards for residential districts and new off-street parking standards; objective standards for an expanded administrative review process, removes outdated standards; consolidates land uses and land use groups; creates clear definitions and terminology; and provides graphics and illustrations to supplement written regulations. COMPREHENSIVE PLAN AMENDMENTS

Comprehensive Plan Amendments Associated with Unified Development Ordinance. These amendments would modify the future land use categories listed in the Land Use Element of the Comprehensive Plan, introduce a new Urban Form Map, and modify policy statements throughout the document to align with the UDO. The land use categories would be revised to remove references to legacy zoning districts not included in the UDO and introduce height guidelines and remove density guidelines for high-density and mixed use land use categories. The City Council may rezone any of the properties described below or any part thereof to any zoning classification, which is more restrictive, including applicable overlay zoning districts. It may also consider and adopt proposed amendments to the Zoning Ordinance and City Code as amended in any manner, following public hearing.
