All environmental permits have been received for this project. 95 percent design plans for the project were submitted to the City's Development Services Department. Private utility relocation is expected to occur in December and should last about three to four weeks.
A construction bid for this project is scheduled for November with construction beginning in Winter 2018.
The primary project goals are to eliminate roadway flooding in the 10-year flood event and to minimize any flooding to insurable structures within the project area.
Phase I design plans are intended to make proposed drainage improvements while ensuring that erosion in this area does not get worse. Bank stabilization to minimize erosion and property loss will be addressed in Phase II of this project. Proposed solutions include using several boulder cross vanes to reduce the slope and velocities of the stream channel and adding a large concrete vault with a four foot drop to help reduce the strength of storm flows.

The Stormwater Management Division completed a drainage basin study in 2013 for the Swann Street area. Recommendations were provided to reduce the frequency of flooding, roadway and driveway overtopping, and complete bank erosion stabilization. Raleigh City Council approved the design phase of the Swann Street Drainage Improvement Project – Phase I in July 2015. This project will be divided into two phases with Phase I focusing on the downstream improvements and Phase II on the upstream improvements.
