Planning Commission

The City Council approved revised Rules and Procedures for the Planning Commission on January 3, 2017. The revisions include structure to the subcommittees and the public comment process. The rules for public comment are explained below in “Public Participation."

Public Participation

Members of the public are welcome to provide comments to the Planning Commission in a number of ways. The Commission can receive comments via email or in person at their meetings. To send written comments to the Planning Commission, click on the link below in “Members” to email all Commission members. If you would like to provide comment in person at the meeting, the Commission has adopted rules for this. At the beginning of the meeting, there is time for any person to make comments on any item not appearing on the agenda. There is no need to sign up – you can simply approach the lectern and provide comments to the Commission members. If you would like to make a comment on any of the agenda items, that is permitted as well. Each item on the agenda will begin with a staff presentation. Staff does not provide a recommendation for the items; rather, they provide basic facts and analysis of city policy. The applicant and proponents of the request will be provided a total of ten minutes to comment. All opponents of the request are also provided a total of ten minutes, with individual speakers provided with a total of two minutes to provide comment. With a three-fourths vote of the Commission, these time limits can be increased.

Purpose

The Planning Commission advises the City Council on future growth and development issues that affect the City. The Planning Commission reviews and makes recommendations to the Council on Comprehensive Plan items, redevelopment plans, changes in development regulations, requests to rezone property, and reviews preliminary site plans, group housing plans and subdivisions.

Composed of ten members, nine appointed by the Raleigh City Council and one appointed by the Wake County Board of Commissioners. All members serve terms of two years and cannot serve more than three consecutive terms or six consecutive years.
