2018 Utility Rates
On June 11
2018, Raleigh's City Council adopted the official schedule of rates,
charges and rents for water, sewer and reuse water utility billed on or
after July 1, 2018, regardless of the date of delivery of service, for
the Raleigh, Garner, Knightdale, Rolesville and Wake Forest service delivery areas.

Single Family Residential Water and Wastewater customers can expect to see a 1.6 percent increase in water and wastewater usage rates.
The typical residential customer that utilizes five CCFs (3,740 gallons) of water per month will see a $0.91 cent increase in the water and wastewater portion of the bill.

The majority of the rate and fee increases will be to fund replacement of the City's aging underground infrastructure. Some of the pipes in the water distribution and sewer collection system are more than 100 years old and are at or approaching the end of the service life. The Public Utilities Department is committed to replacing such pipes before they fail; particularly the most critical pipes whose failure would have significant social, environmental, and economic impacts.
City officials and Public Utilities staff recognize the financial and budgetary challenges facing many customers and we remain dedicated to providing high quality water and sewer services at a reasonable cost.

2017 Utility Rates
Water, irrigation, and wastewater (sewer) have an average volumetric increase of 2.8 percent (Raleigh, Garner, Rolesville, Wake Forest, Beechwood and Richland Hills) and a small increase in Sewer Infrastructure Replacement Charges.
The City of Raleigh adopted a $0.75 increase in their Residential Solid Waste Fee.
Raleigh, Garner, Rolesville, Wake Forest
On June 12, 2017, Raleigh's City Council adopted the official schedule of rates, charges and rents for water, sewer and reuse water utility billed on or after July 1, 2017, regardless of the date of delivery of service, for the Raleigh, Garner, Rolesville and Wake Forest service delivery areas. Knightdale, Wendell, Zebulon
New rates effective July 1, 2017 were also adopted by the towns of Knightdale, Wendell and Zebulon.
The City of Raleigh bills administrative fees to all utility customers based on water and waste water services provided.
Administrative fees cover these important components:
- Billing - This portion is based on the costs associated with the Meter Operations Division and the Utility Billing Division of the City's Public Utilities Department.
- Readiness to Serve - This portion is based on some of the costs for Capital Improvements, Administrative and Utilities Support functions. In other words, this component partially funds maintenance of the infrastructure required to provide utility services to each customer.
Tiered Water Rates - Raleigh, Garner, Rolesville, Wake Forest and Knightdale
Water rates for Raleigh, Garner, Rolesville, Wake Forest and Knightdale have 3 rate tiers based on consumption. Each tier is billed at a different rate.
Residential Water Rates (Inside City Limits):
- Tier 1 = 0-4 CCF billed at $2.54
- Tier 2 = 5-10 CCF billed at $4.24
- Tier 3 = 11+ CCF billed at $5.64
Non-Residential Water Rate: $3.29
Irrigation Rate: $5.64
1 CCF = 748 gallons
To determine the amount of water used in gallons, simply multiply the number of CCFs (the consumption number on the water bill) by 748.
Watershed Protection Fee
The Watershed Protection Fee is a funding mechanism for the City's water supply protection programs. The City will impose a fee of $0.1122 per CCF (per 100 cubic feet of water) for Raleigh, Garner, Rolesville, Wake Forest and Knightdale water customers. The funds are used to pay for the Upper Neuse Clean Water Initiative, as well as additional drinking water quality improvements to the treatment system, and/or for protective restoration projects.
The Upper Neuse Clean Water Initiative is a land trust partnership created to protect the areas most critical to the long-term health of the drinking water supplies for the communities in the Upper Neuse River Basin. Protection efforts include acquiring parcels of land through conservation agreements, purchases, or donations within the Falls Lake watershed. Funds from the program are also expected to be available to help purchase easements around Lake Benson and possibly around the future Little River Reservoir.
Infrastructure Replacement Charges
These charges will apply to ALL UTILITY CUSTOMERS serviced and billed by the City of Raleigh. The charges will be assessed per meter and based on meter size.
There is one Infrastructure Replacement Charge for water service, and there is another Infrastructure Replacement Charge for waste water (sewer) service.

Schedule of Charges effective July 1, 2016
Utility Service deposits will be required for initiation of services based upon the following criteria:
- New Customer Accounts will be assessed the full deposit amount.
- Existing Customer Accounts in Good Standing (based on payment history with Customer Care and Billing) where the account holder's social security number or tax ID number is not on file with Customer Care and Billing will be assessed the full deposit amount when requesting new service or transferring service.
- Existing Customer Accounts Not in Good Standing (based on payment history with Customer Care and Billing) will be assessed the full deposit amount when requesting new service or transferring service.
Utility Service deposits will not be required for initiation of services based upon the following criteria:
- Existing Customer Accounts in Good Standing (based on payment history with Customer Care and Billing) where the accountholder's social security number or tax ID number is on file with Customer Care and Billing will not be assessed a deposit.
- $50 Residential Customers
- $50 Institutional Customers
- $50 Commercial Customers
- $50 Sewer Only Customers
Deposit Credits and Refunds
- Deposits (without interest) will be credited and applied to the customer's account after 12 months of good payment history, as determined by the Customer Care and Billing system.
- If the account is closed, a deposit refund check will be issued instead of a credit.
Late Charge and Delinquent Trip Charge
A late charge of $5.00 will be applied to accounts each month if payment has not been received on or before the due date.
Delinquent accounts that are past due and have been disconnected or have received a notice of disconnection (hang tag) will be assessed a Delinquent Trip Charge of $50.

After Hours Charge
There will be an additional $50 After Hours Charge assessed for service restoration on accounts that have been disconnected for nonpayment, when payment of the delinquent balance has been received and the customer authorizes reconnection outside of normal business hours.
However, service restoration will be done following payment at no additional cost between 8:30 am and 5:00 pm Monday through Friday, excluding holidays.
Meter Re-Read Charge
$35 will be assessed each time a customer requests verification of the meter reading obtained by Public Utilities, and the reading is validated as correct.
If the original reading is found to be invalid, the customer will not be assessed this fee.
Meter Tampering Charge & Civil Penalty
$100 Meter Tampering Charge per incident will be applied when meter tampering is found to have occurred. This charge will be applied to the responsible party's account for the premise in question if service restoration is performed by anyone (including licensed plumbers) other than authorized City of Raleigh staff, or if a "jumper" is found in the meter box at said premise. This fee will be in addition to any fines and/or civil penalties charged by Public Utilities Code Enforcement.
If tampering occurs at a residence one or more times, the City of Raleigh has the right to remove the water meter. If meter removal occurs due to tampering or non-payment of account, the customer will be assessed $125 at the time of service restoration ($50 Meter Removal Charge and $75 Meter Reset Charge), plus applicable fees for any required repairs if damage to the lines, meter or box occurred. Service restoration will occur when the account balance is paid in full.
A Civil Penalty of $500 may also be applied to the responsible party's account when Meter Tampering has occurred. In addition, there could be criminal charges brought against the parties involved.

Service Initiation Charge
$50 will be assessed to cover charges associated with administration of the account and/or the initial meter reading. The Service Initiation Charge will be assessed per meter to all customers establishing service in their name for utility services (to include new service, transfer of service, account ownership change, etc.).
Sec. 2-3002. - EACH METER IS THE BASIS FOR CHARGES AND RATES, ETC.
When two (2) or more meters are used to measure the consumption of water by the occupants of property belonging to a public or private owner, the water consumed as measured by each meter shall be the basis upon which charges and rates are determined, and the owner of such property shall not be permitted to pay for such water consumed upon the basis of the aggregate of water passing through all of such meters; each meter is billed separately.

The City of Raleigh assesses a $50 Service Initiation Fee per Meter (Water, Irrigation, etc) to cover fees associated with the administration of the account. The Service Initiation Fee is charged to all customers establishing service in their name.
The Service Initiation Charge will be waived for landlords who have registered with Customer Care and Billing for the Landlord Program. With the Landlord Program, the utility services will remain active and billed to the landlord between tenants.More Information on the Landlord Program
