The City of Raleigh’s Stormwater Drainage Assistance Program provides help to citizens for drainage issues primarily occurring on private property, such as structural flooding or severe erosion impacting a structure, that result from a public contribution of runoff. Problems must meet certain eligibility criteria and property owner(s) must be willing to donate the necessary easements to construct the improvements.

Eligible Projects

Street Flooding

Eligible projects must have a public contribution of water involved (drainage from City streets, rights of way or City-owned property) and typically meet one or more of the following criteria:

  • Structural flooding (flooding of living space, crawl space, HVAC units, etc.);
  • Severe/active stream bank erosion (particularly impacting a structure or right-of-way);
  • Failed drainage infrastructure;
  • Blocked or clogged drainage pipes on private property (resulting in severe erosion or structural flooding); or,
  • Sinkholes over drainage pipes (as a result of failed stormwater infrastructure).

Non-eligible Projects

Examples of projects that are not eligible:

  • Nuisance yard flooding;
  • Drainage problems caused by poor landscaping or yard grading;
  • Standing water from groundwater;
  • Minor stream bank erosion
  • Roof/gutter drain problems;
  • Runoff from adjacent, private properties; or,
  • Pipes/fill that should have been permitted when installed but were not.

Program Requirements

  1. Any landowner of subdivided and developed property, including residential, commercial or public entities, who pay the City's stormwater utility fee, is eligible to request drainage improvements.
  2. The land must receive stormwater runoff from a public street, right-of-way or other City property.
  3. Qualifying projects include those involving structural flooding, severe erosion, and blocked/clogged pipes due to inadequate or failing drainage infrastructure on private property.
  4. Property owners must be willing to donate the necessary temporary and/or permanent, public drainage easements at no cost to the City to complete the improvements.

Process for Requesting Drainage Assistance from the City

If you have a qualifying drainage problem affecting your property and would like to request City drainage assistance, please contact the Stormwater Management office at 919-996-3779 or via email at

Stormwater Management staff will contact you within 24 to 48 hours to arrange for a visit to your property to further evaluate the nature and scope of the drainage problem and to determine if your case would be eligible for the City drainage assistance.

If the drainage issue affecting your property is determined to be eligible for drainage assistance, staff will assess the severity and priority of the issue by scoring and ranking it within the division’s projects’ prioritization list.

Subject to available funding (the Drainage Assistance Program is allotted $1.25 million per year for projects), projects are ranked, prioritized and presented periodically to the City's Stormwater Management Advisory Commission (SMAC). The SMAC reviews projects up to six times per calendar year and makes recommendations for City Council consideration. The City Council may approve, deny, hold for future consideration, or request additional information concerning the drainage assistance request.

Upon approval by the City Council, and pending available staff resources and priority, drainage assistance projects next move into the design and regulatory permitting phase. Design and permitting of projects can require anywhere from six to nine months unless there are unusual or very challenging project parameters. Once design and permitting are complete, projects then move into the construction phase to be built based on priority and contractor availability.

It should be noted that start dates are estimates only, highly variable and subject to change, depending on, among other factors: relative priority to other projects, weather, contractor availability, and easement dedication and availability.

Qualified Pending Projects

A list of qualified projects awaiting formal approval and funding is available on the Drainage Assistance Qualified Projects Prioritization List (as of December 2018).

These projects have been determined to qualify for City drainage assistance but have not yet been formally approved or funded based on priority ranking/severity. Project rankings are routinely adjusted based on changes in conditions, addition or deletion of projects, etc.
