Current Project Areas for Community Development

The City has selected three areas of Raleigh to focus revitalization efforts. These neighborhoods are East College Park, Martin/Haywood, and Idlewild Avenue. Homes built in these areas will benefit low- and moderate-income families who have incomes at or below 80% of HUD’s area median income limits (AMI).

Below is more information about areas where Housing & Neighborhoods is working to add affordable for-sale homes and rental units.

East College Park

The City has partnered with six builders to develop 98 single-family homes and 51 townhome units. Sixty percent of the new homes will be reserved for income-restricted buyers as defined by HUD guidelines and 40 percent of the homes will not have income restrictions. This is a two-phase project with single-family homes being built first and townhomes being built last. Find out more.

Lane-Idlewild

In 2021, City Council approved the Housing & Neighborhood staff recommendation to select Raleigh Area Land Trust (RALT) as the developer for the Lane-Idlewild assemblage. The subject properties are on the 300 block of Idlewild Avenue and the 900 block of East Lane Street. The development will include units for qualifying low- and moderate-income families (earning no more than 80% AMI). 

Martin Haywood

The City partnered with three builders to develop 23 single-family homes reserved for first-time homebuyers that meet income restrictions as defined by HUD guidelines. View area in Google Maps.

The City no longer currently has active builder partners in this neighborhood.

Washington Terrace

Washington Terrace is an aging 23-acre, 245 unit, low-income housing project in east Raleigh and located in the City's Neighborhood Revitalization Strategy Area. DHIC purchased the property with the assistance of $2.1 million in the City of Raleigh and is redeveloping the entire site in four phases. The first three phases are Villages at Washington Terrace (162 units for families), Booker Park North (72 units for seniors), and Booker Park South (68 units for seniors).

Duplex Village 

The City purchased a portion of the rental community known as Duplex Village on New Bern Avenue. The site will be redeveloped to create a significant number of affordable housing units.

Purchase of Extended Stay Hotel for Permanent Supportive Housing, Emergency Shelter

The City has acquired Hospitality Studios, an extended stay hotel located on Brentwood Road in Raleigh, now renamed Studios at 2800. The vision for the hotel is mixed occupancy, combining the existing extended-stay model with opportunities for permanent supportive housing and other types of affordable housing.
