Raleigh Street Improvement Project Information

Capital Improvement Program Projects (CIP) these projects are generally along high volume roadways and are part of the City’s long-term planning process and a bridge between the City’s Comprehensive Plan and short-term planning for infrastructure. The Design and Construction Division is responsible for new street improvements and streetscape CIP projects.

The Milburnie Road Traffic Calming Project: Project Update, Dec. 13

The road closure for Milburnie Road has been postponed. Moffatt Pipe, the City’s contractor, started mobilization efforts along the corridor this week, and the road closure is scheduled to begin on Monday, Dec. 17.

Mitchell Mill Road Widening: Project Updated, Dec. 13

Rifenburg Construction is scheduled to complete the final pavement and install the remaining roadway markings along Mitchell Mill Road and Forestville Road starting Monday, Dec. 17. Once this work is completed the Mitchell Mill Road and Forestville Road intersection will be opened in its final traffic pattern.

Pullen Road Extension Project: Project Updated, Dec. 13
Pullen Road is scheduled to open to traffic by Monday, Dec. 17. On Sunday, Dec. 16 the City’s contractor, Carolina Sunrock, is scheduled to finish installing the roadway markings along the corridor. Once this is complete the new road can be opened to traffic.

Blount Street - Person Street Phase I Implementation

Phase I of the Blount Street and Person Street project will include:

  • Resurfacing for Blount and Person streets from Edenton Street to Wake Forest Road;
  • Resurfacing for Wake Forest Road from Person Street to Brookside Drive;
  • Upgraded curb ramps in the area where the streets are being resurfaced;
  • Road diet conversion for Wake Forest Road from existing four lanes to three lanes, including a center turn lane and bike lanes (Person Street to Brookside Drive);
  • Conversion of Blount and Person streets from existing two or three lanes to two lanes with bike lane from Wake Forest Road to Hoke Street;
  • Most on-street parking is expected to stay the same along the corridor;
  • Consideration was being given to two-way conversion of Person Street from Peace Street to Wake Forest Road with two northbound lanes and one southbound lane, per the recommendations of the corridor study; and,
  • Bicycle facilities south of Hoke Street to connect to the Walnut Creek Greenway Trail at South Wilmington Street.

The project is being funded partly via the FFY17 CAMPO Locally Administered Projects Program (LAPP), the City of Raleigh 2013 Transportation Bond, and NCDOT State Resurfacing funds.

Blue Ridge Road Widening Project

The project will widen a segment of Blue Ridge Road from Duraleigh Road to Crabtree Valley Avenue to three lanes with curb and gutter, sidewalks on both sides of the roadway, and bicycle lanes.

Fox Road Improvements

Installation of missing sections of curb and gutter and sidewalks on east and west sides between Spring Forest Road and Sumner Blvd.

Project Location

Jaguar Park Drive Improvement Project

The proposed improvements include installing a nine-foot sidewalk along the south side of the street, new street lights, curb and gutter replacements and repaving. The project extends from the intersection with Athens Drive to the Thomas G. Crowder Woodland Center entrance. Other incidental improvements will include ADA ramp modifications, drainage improvements and installation of pavement markings and street signage.

New Bern Avenue Spot Improvement Project

Installing a travel lane along the east bound lane of New Bern Avenue between Freedom Drive and Patriot Drive.

Project Location

Pullen Road

This project will extend Pullen Road from Western Blvd to Centennial Pkwy as a 52-feet from back-of-curb to back-of-curb roadway with bike lanes, medians, a 6-foot sidewalk on the east side, a 10-foot multiuse path on the west side, street trees and street lights on both sides as well as a 12 inch water main installation.

Scotland Street Improvement Project

Proposed improvements will include installation of curb and gutter along the entire length of the project on both sides, installation of sidewalk along the north side and on the south side from Lakeview Drive to Lassiter Mill Rd., installation of storm drains, and repaving of entire street.

The proposed improvements extend from Beaufort Street to Lassiter Mill Road/St. Marys Street.

Tryon Road Widening Project

This project will widen and rehabilitate Tryon Road between Lake Wheeler Road and Par Drive, connecting with the previously widened sections. The improved corridor will feature a 4-lane, divided curb and gutter roadway with turn lanes, sidewalks, and bike lanes.

Project Location

Petition Projects are neighborhood streets projects initiated by property owners through the Street Improvement Petition Program. Improvements may include paving of gravel streets, the addition of curbs and gutters or resurfacing of streets that do not have curbs and gutters. Upon completion, a portion of the project cost is passed to the abutting property owners in the form of an assessment.

Breeze Road

A Street Improvement Petition Project that will include installation of curb and gutter, drains and paving from Beechridge Road to Hales Road.

Pineview Drive

A Street Improvement Petition Project that will include installation of curb and gutter and sidewalks on Pineview Drive from the existing improvements on Pineview drive to the existing improvements on Swift Drive.

The project is being constructed during the Simmons Branch Drainage Improvement Project.

Traffic Calming Projects are projects that the Neighborhood Streetscape Program has passed onto our department for engineering services and construction management.

The goal of the Neighborhood Streetscape Program is to improve street safety for motorists, pedestrians and bicyclists while improving the living conditions for residents along a street. Treatments to the street enhance the appearance and slow down motor-vehicle traffic.

Cross Link Road

This project includes the installation of traffic calming devices along Cross Link Road from Dandridge Drive to Garner Road, sidewalk construction on the southeast side and bike and transit improvements to the street.
