During the afternoon meeting on Tuesday, February 6, 2018 the City Council took final action to adopt with revisions the Cameron Village and Hillsborough Street Area Plans project report and associated amendments. The adopted revisions include:

  1. Remove 0 Ferndell Lane as a publicly accessible open space on Hillsborough Street.
  2. Remove all of the Hillsborough Street area and authorize staff to conduct an additional study of the area to include frontage lots on Hillsborough Street and the lots on Hillsborough Street that back up to Vanderbilt Street, and remove the notation from the Future Zoning Map, leaving the base zoning as NX-4.
  3. Directing staff to draft language which would amend the Small Area Plan to include the roundabouts located on Oberlin Road at its intersections with Mayview Road and Van Dyke Avenue, and amend the Oberlin Road street plan to downgrade Oberlin Road to a two lane avenue from Mayview Road to Van Dyke Avenue.
  4. Changes to Bellwood to modify the plan by adding a, “Smallwood/Bellwood 1-way Pair option noting that option would involve a wider cross section for Smallwood and realigning Smallwood’s intersection with Peace Street/Clark Avenue” and a triangle island to create a traffic circle effect at Smallwood/ Cameron/ Bellwood and Sutton.”
  5. Removing plan provisions to reflect a 2-lane divided (functionally 3-lane) designation on the northern section of Smallwood from the plan. The motion directed that supporting changes also be made to the comprehensive plan modifications. This will leave the existing designation of 2 lane undivided on Smallwood.
  6. Revisions to the zoning policy guidance to align with “February 6, 2018 Draft Compromise Plan” as presented by Council Member Stephenson.
  7. Adding a “Residential Use Transition” policy as presented by Council Member Stephenson.

The project report and amendments will be updated to reflect the seven revisions noted above and posted on this page in the coming weeks. The project report has previously been updated three times since it was first published for public comment in April 2016. The most recent revisions to the report were completed in June 2017 to reflect Planning Commission Committee of the Whole recommendations.

Earlier revisions were made in January 2017 to incorporate input received from City Council as part of their December 2016 action to refer the item to Planning Commission for review. Summary of Public Comments

The draft report for the Cameron Village and Hillsborough Street Small Area Plans was available for public comment April 8 through May 8, 2016. During this time, the draft report was discussed at a number of public meetings. Read the summary of input received during the comment period. The Advisory Committee also offered input.

The Cameron Village and Hillsborough Street Area Plans encompass a large and diverse area that has both shared and unique needs. To accommodate project scope and complexity, the project team held two separate multiple day community workshops to better explore future scenarios and community positions in the study areas.

Summary of Cameron Village Area Workshop

A diverse group of neighborhood residents, business owners, and other stakeholders convened Tuesday and Thursday, February 10 and 12 to shape the future of the Cameron Village area. The meetings were held as part of the Cameron Village/Hillsborough Street area planning process. Tuesday night’s meeting was attended by about 70 people, who participated in two map exercises conducted around tables and facilitated by city staff and the consultant team. The consultant team worked on-site Wednesday and Thursday, including a Thursday working lunch with the Advisory Committee, to synthesize the meeting input and generate development scenarios and potential transportation improvements.

The results were reported out at a second public meeting on Thursday evening to an engaged crowd of about 40 people, who provided additional comments on the draft scenarios. View the presentation.

Summary of the Hillsborough Street Workshop

A March workshop to evaluate and explore the Hillsborough Street Area was held at Talley Student Center on the North Carolina State University Campus. This workshop closely paralleled the format of the February Cameron Village workshops and consisted of facilitated small-group discussion and table map exercises focused on urban design, parking, and land use that was attended by a diverse group of over 90 people. The Consultant team worked Tuesday and Wednesday to synthesize workshop results, and held a series of publicly-attended studio open hours and a lunch presentation to the project Advisory Committee. These scenarios and concepts were presented at a Wednesday evening session for public feedback to an audience of approximately 36 people registered. View the presentation.
