Raleigh Street Improvement Project Information

Capital Improvement Program Projects (CIP) these projects are generally along high volume roadways and are part of the City’s long-term planning process and a bridge between the City’s Comprehensive Plan and short-term planning for infrastructure. The Design and Construction Division is responsible for new street improvements and streetscape CIP projects.

Atlantic Avenue Widening Project

The City is widening Atlantic Avenue from Highwoods Boulevard to New Hope Church Road.

We want Atlantic Avenue to be a safe, convenient, and comfortable for all modes of transportation. Improvements to the roadway will include:

  • A median with turn lanes;
  • Sidewalks; and,
  • A multi-use path.

Barwell Road Widening Project

The City is widening Barwell Road from Rock Quarry Road to Berkley Lake Road.

We want Barwell Road to be safe and convenient, and comfortable for all modes of transportation. Improvements to the road include:

  • Designated turn lanes;
  • Sidewalks;
  • A multi-use-path; and,
  • The realignment of the Pearl Road intersection.

Blount Street - Person Street Phase I Implementation

Phase I of the Blount Street and Person Street project will include:

  • Resurfacing for Blount and Person streets from Edenton Street to Wake Forest Road;
  • Resurfacing for Wake Forest Road from Person Street to Brookside Drive;
  • Upgraded curb ramps in the area where the streets are being resurfaced;
  • Road diet conversion for Wake Forest Road from existing four lanes to three lanes, including a center turn lane and bike lanes (Person Street to Brookside Drive);
  • Conversion of Blount and Person streets from existing two or three lanes to two lanes with bike lane from Wake Forest Road to Hoke Street;
  • Most on-street parking is expected to stay the same along the corridor;
  • Consideration was being given to two-way conversion of Person Street from Peace Street to Wake Forest Road with two northbound lanes and one southbound lane, per the recommendations of the corridor study; and,
  • Bicycle facilities south of Hoke Street to connect to the Walnut Creek Greenway Trail at South Wilmington Street.


The project is being funded partly via the FFY17 CAMPO Locally Administered Projects Program (LAPP), the City of Raleigh 2013 Transportation Bond, and NCDOT State Resurfacing funds.

Blue Ridge Road Widening Project

The purpose of this project is to provide a functional and safer multi-modal corridor for vehicles, cyclists, and pedestrians along the Blue Ridge Road corridor from Duraleigh Road to Crabtree Valley Avenue.

The project will widen a segment of Blue Ridge Road from Duraleigh Road to Crabtree Valley Avenue to three lanes with:

  • Curb and gutter;
  • Sidewalks; and,
  • A multi-use path.

Project Location

Carolina Pines Avenue Street Improvement Project

We will make improvements to Carolina Pines Avenue from Lake Wheeler Road to South Saunders Street.

This project will improve mobility and connectivity for pedestrian, bicycle, and vehicular traffic while improving safety throughout this important corridor.

Improvements included in the project are:

  • A sidewalk on the north side of the street;
  • A multi-use path on the south side of the street;
  • Traffic calming measures, including two mini roundabouts;
  • Stormwater control;
  • Consolidated transit stops;
  • Landscaping; and,
  • Curb and gutter.

Fox Road Improvements

Installation of missing sections of curb and gutter and sidewalks on east and west sides between Spring Forest Road and Balance Fox Drive.

Jaguar Park Drive Improvement Project

The proposed improvements include installing a nine-foot sidewalk along the south side of the street, new street lights, curb and gutter replacements and repaving. The project extends from the intersection with Athens Drive to the Thomas G. Crowder Woodland Center entrance. Other incidental improvements will include ADA ramp modifications, drainage improvements and installation of pavement markings and street signage.

Leesville Road Improvement Project, Part B

The City is planning on widening Leesville Road to a four-lane divided avenue from Westgate Road to O’Neal Road with a median and integrated pedestrian crosswalks. The project will improve the traffic flow and create a safe roadway section for all modes of transportation.

  • Medians;
  • Multi-use path on both sides of the street;
  • Curb and gutter;
  • Landscaping; and,
  • Streetlights

Marsh Creek Road and Trawick Road Improvement Project

The City is planning to widen Marsh Creek Road and Trawick Road to three lanes from Capital Boulevard to New Hope Road.

  • Enhanced bus stops;

Project Location

Scotland Street Improvement Project

Proposed improvements will include installation of curb and gutter along the entire length of the project on both sides, installation of sidewalk along the north side and on the south side from Lakeview Drive to Lassiter Mill Rd., installation of storm drains, and repaving of entire street.

The proposed improvements extend from Beaufort Street to Lassiter Mill Road/St. Marys Street.

There’s also a stormwater project on this street that’s under construction. The road reopened Sept. 5. We'll be completely finished with the project at the end of September after crews complete the stream stabilization in the area. Contact Dale Hyatt, PE, with any questions.

Tryon Road Widening Project

This project will widen and rehabilitate Tryon Road between Lake Wheeler Road and Par Drive, connecting with the previously widened sections. The improved corridor will feature a 4-lane, divided curb and gutter roadway with turn lanes, sidewalks, and bike lanes.

Petition Projects are neighborhood streets projects initiated by property owners through the Street Improvement Petition Program. Improvements may include paving of gravel streets, the addition of curbs and gutters or resurfacing of streets that do not have curbs and gutters. Upon completion, a portion of the project cost is passed to the abutting property owners in the form of an assessment.

Lorimer Road Improvements

A Street Improvement Petition Project that will include installation of curb and gutter, storm drains and sidewalk on the west side of the street from existing improvements on Lorimer Road to Garland Drive.

Pineview Drive

A Street Improvement Petition Project that will include installation of curb and gutter and sidewalks on Pineview Drive from the existing improvements on Pineview drive to the existing improvements on Swift Drive.

The project is being constructed during the Simmons Branch Drainage Improvement Project.

Traffic Calming Projects are projects that the Neighborhood Streetscape Program has passed onto our department for engineering services and construction management.

The goal of the Neighborhood Streetscape Program is to improve street safety for motorists, pedestrians and bicyclists while improving the living conditions for residents along a street. Treatments to the street enhance the appearance and slow down motor-vehicle traffic.

Cross Link Road

This project includes the installation of traffic calming devices along Cross Link Road from Dandridge Drive to Garner Road, sidewalk construction on the southeast side and bike and transit improvements to the street.
