This project includes evaluating the existing storm drainage system capacity as well as investigating and choosing the best improvement alternatives to correct identified flooding and erosion issues.
The preliminary study was conducted in three phases:
- Existing conditions analysis;
- Alternatives evaluation/selection; and,
- Conceptual (preliminary) plans.
The goal is to study, analyze, and implement project(s) to alleviate structure/public street flooding and erosion.

The existing Sierra Drive stormwater drainage system includes a series of both open channel and drainage pipe conveyances. Various secondary drainage systems discharge to the primary piped storm sewer system located along Balboa Road toward Lawrence Drive. Outfall from the Balboa Road storm sewer drainage system is via an open channel until it discharges through a culvert underneath I-40.
