Final Site Review

Effective May 1, 2017, all new project submittals requiring site approval will be routed down the Concurrent Site Review process.  Resubmittals for active projects, those with an application date preceding 5/1/17, will continue down the initial process path.  For questions, please call 919-996-2495.

Final Site Review is a plan review process that leads to permits for projects in which land will be cleared with the goal of installing improvements on the site.  Improvements may include, but are not limited to, the following:

As part of this process, site layouts are reviewed to ensure that they comply with all applicable conditions of approval of a site plan. The layouts must also comply with regulations covering stormwater, tree conservation, zoning, transportation/transit, public utilities, fire protection and site accessibility.


  • Approved Preliminary subdivision, or Administrative Site Review required
  • Approval, if needed, from agencies such as FEMA, U.S. Army Corps of Engineers and the N.C. Division of Water Quality for projects requiring land disturbance permits

Approvals or Permits Issued

  • Land Disturbance
  • Tree Conservation
  • Stormwater Tracking
  • Zoning
  • Right-of-Way
  • Building, for site accessibility & retaining walls over 5 feet in height
  • Flood, when the property is located within a flood hazard area
  • Neuse River Buffer, for property within the Neuse River buffer
  • Watershed

Resubmittal Information

Submit the following items when resubmitting Site Review:

  • four (4) sets of revised plans
  • a CD of the revised plans
  • four (4) copies of written response sheet (attached to plans)

Revisions to Site Review

Required for Submittal
  • If a change cannot be approved in the field, then a Field Revision form is required (for commercial buildings)
  • Submit requests to the Development Services Customer Service Center
  • One (1) set of punched and stamped plans originally approved by the City of Raleigh
  • Four (4) complete sets of changes
  • One (1) CD of revised plans
  • Four (4) copies of a detailed letter listing all changes made since the original submittal, the project's original Transaction Number, and the contact person's name, phone number, and email. A copy of this letter must be attached to each set of changes.

Expected Processing Time

Concurrent review with infrastructure construction drawing and/or building review, ten (10) business days per review cycle.

Applicants will be notified by email when their plans are ready for pickup. Plan review comments can be viewed at Online Development Center using the project transaction number.
