Request for Qualifications for Design Services for a New Civic Tower
Pre-submittal conference Dec. 12
The City of Raleigh is soliciting Requests for Qualifications (RFQ) from architectural and engineering firms with expertise in the design and construction of multi-story civic (or similar) facilities with challenging urban site conditions.
This request is for a new civic tower to be located on the Avery C. Upchurch block, 110 S. McDowell Street, the corner of Hargett and McDowell Streets.

Responses for the RFQ will be accepted up to 3 p.m. on Jan. 14, 2019.
Update: A mandatory pre-submittal conference for all prospective offerors that was scheduled for Monday, Dec. 10, 2018 at 9 a.m. in the City Council Chamber, 222 West Hargett Street, Raleigh, NC 27601 has been moved to Wednesday, Dec. 12.
RFQ registration will be conducted at this conference. A site visit will be conducted immediately following the pre-submittal conference.
The approved master plan for the Avery C. Upchurch block envisioned a three-phase approach to creating a mixed-use block. Phase I, will be a 20-story tower, located on the southwest corner of the block. This civic tower will consolidate city staff and customer services into one location.
Other features of the new civic tower include enhanced security, larger city council chambers, and efficient office space, housing staff from six downtown buildings. The Raleigh Municipal Building and the parking deck will remain on the site, with services continuing during construction.
