Projects and Information
Stormwater Capital Improvement Program (CIP) projects are mainly for drainage system improvements throughout the City of Raleigh. The drainage system consists of pipes, streams, ditches, and channels that carry stormwater downstream into the Neuse River. Other CIP projects include watershed planning studies and flood mitigation projects to remove buildings from the floodplain.

Since 2004 when the stormwater fee was established, the Stormwater Management Division has completed over $50 million worth of projects that develop and maintain drainage infrastructure throughout the city ensuring the continued safety of Raleigh residents and health of Raleigh's waterways.Learn more about Completed Projects
- Lake preservation projects are done to prevent downstream damages due to failure during a flood, reduce flooding to roads and buildings, and improve water quality. These projects involve either public or private lakes.
- Storm drainage system projects are done to prevent downstream damages due to failure during a flood, reduce flooding to roads and buildings, and improve water quality. These projects are normally associated with City of Raleigh streets.
- Stream enhancement and "green" projects are done to reduce the impact sediment and other pollutants have on water quality in the area. These projects are normally associated with City of Raleigh property, such as parks or fire stations.
- Storm drainage and water quality petition projects are on private property. Storm drainage projects reduce flooding to homes and businesses and repair eroded streams. Both storm drainage and water quality projects maintain the health of waterways in Raleigh.
- Bridge rehabilitation projects are done for public safety. Closures are necessary until structures are safely rehabilitated.
The purpose of these projects is to reduce flooding on City of Raleigh streets and in homes and businesses; improve water quality; and complete watershed studies to identify existing and potential issues in the drainage system.
These projects will help minimize the cost of future flooding instances by reducing damages associated with heavy rainfall and ongoing flooding. Projects, like street repairs, rebuilding homes and businesses, and repairing washed out streams can be reduced or prevented. Stormwater projects that reduce street flooding also allow City staff to more easily navigate neighborhood streets and carryout safe and efficient evacuation routes during major disasters.
In addition to the obligation to protect the environment by improving water quality in streams and rivers, the federal Clean Water Act regulations require the Stormwater Management Division to improve water quality. Projects to improve water quality today opposed to future projects will not be as costly to implement because of less dense development and lower construction.
Process and Goals
A project is selected based on the following (in this order):
- City street or private property
- Public safety, including failure of (or potential of) City streets or lakes
- Project mandate from a regulatory agency (i.e.: State Dam Safety or the Clean Water Act)
- Flooding to homes or businesses
- Water quality improvement
- Stream bank erosion
Note: Stormwater Management staff prepares the program annually and City Council has final approval of projects that are implemented. Also, projects are only funded in the 1st year of the CIP as part of the annual budget process. Projects in years 2-10 along with any newly identified projects will be prioritized again during the next annual CIP review.
- To reduce the number of backlogged projects by implementing $100,000,000 worth of improvements by 2021
- To provide a 10-year storm level of protection for all City streets and flooding in the finished floor areas of all homes and businesses in the next 25 years, where a project is feasible and economically possible.
- To remove at least 50% of the streams from the State of North Carolina's list of impaired streams in the next 25 years
