Construction for this project started July 25 and will last about six months. This timeframe may vary depending on weather, unanticipated utility needs, and other construction factors. Residents who live directly in the construction area may experience traffic detours as well as temporary disruptions to water, gas, phone, and cable services.
Construction will start with tree clearing in the project area and the installation of sediment and erosion control measures (i.e. fencing), which help keep soil and rock on the worksite and out of the storm drainage system.
Swann Street may be closed periodically throughout construction. Look for more details over the next month on upcoming closures.

The purpose of this project is to minimize flooding along Swann Street.
This will be done by making improvements to and increasing the size of the stormwater drainage system along the street. The stormwater pipes will go from 48 to 72 inches in diameter. The new infrastructure also will meet current design standards and will better handle the stormwater runoff in the area.
Storm drains also will be added to Swann Street to capture stormwater runoff from yards and streets.
Phase I design plans are intended to make proposed drainage improvements while ensuring that erosion in this area does not get worse. Bank stabilization to minimize erosion and property loss will be addressed in Phase II of this project. Proposed solutions include using several boulder cross vanes to reduce the slope and velocities of the stream channel and adding a large concrete vault with a four foot drop to help reduce the strength of storm flows.

The Stormwater Management Division completed a drainage basin study in 2013 for the Swann Street area. Recommendations were provided to reduce the frequency of flooding, roadway and driveway overtopping, and complete bank erosion stabilization. Raleigh City Council approved the design phase of the Swann Street Drainage Improvement Project – Phase I in July 2015. This project will be divided into two phases with Phase I focusing on the downstream improvements and Phase II on the upstream improvements.
