What is the Disadvantaged Business Enterprise Program?

The Disadvantaged Business Enterprise (DBE) Program is a federally funded program that provides contracting opportunities to small businesses owned by individuals who are socially or economically disadvantaged. 

As the City of Raleigh’s transit system, GoRaleigh is committed to following the rules and regulations set by the U.S. Department of Transportation (49 CFR Part 26). We continuously work to increase participation of DBE firms on contracts. Our goal is to level the playing field as well as break down barriers for entry for DBE firms. We encourage DBE participation and look for new ways to include DBE firms in all eligible federally assisted contracts. View our full policy.

GoRaleigh's DBE program goal for FFY 2021- 2023 is 13 percent. This goal is updated every three years.

Become DBE Certified

You must be DBE certified in order to participate. If you would like to become DBE certified, please visit Connect NCDOT for more information and to apply. Once approved, DBE firms are listed on the DBE Directory of Firms.
